Traffic is getting better. Highway 41 is main highway to Lambeau Field. However much of it is currently under construction and the project will not be completed until 2017. In order to get to the game on time and enjoy in the pre-game festivities it is encouraged for fans to get outside the stadium at least 2 hours before the game.

Since the stadium is in a small little city the traffic is pretty bad. There is also a lot of construction work inside Green Bay as well as on the interstate.

Traffic is like going to a major college football game. You need to get there 1.5 to 2 hours before the game so you have ample time to find parking and walk to the stadium since it's a small town. But that's what makes the experience so memorable instead of going through the motions of a big city game day experience.
